The start of community networks will showcase key points and transformational narratives of innovative initiatives started by communities, government, community groups, or with support from internet safety champions and Local Action Groups.
The foundation for community networks will be to conduct baseline assessment to participatory approaches like consultations and public participation to assess the problems and assets of a community.
Stakeholder engagement and public participation are fundamental to ensure that the community needs are addressed based on baseline data to develop their concept, and organized for implementation. This will provide tools that engage citizens in the planning and reflection as citizens and organizations.
Strategies for community networks include every one of the key components for socio-economic development and digital transformation. A series of actions, indicators to track progress, and overall, particular, and operational objectives are all included in strategies that are organized in accordance with a clear intervention logic and in response to challenges and needs. The goal of community networks strategies is to determine innovative (digital, technological, social, or other) solutions through Human Centered Design to the problems and opportunities experienced by the communities.

A resource mobilization strategy and business model will be developed to engage corporate, governmental, nonprofit, and community funds used to support community networks.

The monitoring process will follow an S.M.A.R.T. method to ensure that the strategy and predefined activities are undertaken.
